عندما تشيخ الكشفية تشيخ همومها، ونكون غير منصفين في حقها أن لا نعترف بما يعتريها من وهن، كما نكون غير منصفين في حقها، إن لم نشخص مواضع الوهن وأسبابه، ومظاهرة إن كان لدينا إرادة حقيقية في العلاج والتطوير وإزالة تكلسات الزمن، وأول خطوات العلاج هي الاعتراف بالمشكلة.
الخطايا العشر في الكشافة هو المصطلح الذي أجده مناسبا لتشخيص الأزمة التي تعاني منها الكشفية في العديد من الجمعيات الكشفية، سواء على مستوى أفرادها، أو هياكلها التنظيمية، والتي سآتي على ذكرها، وهي تمثل وجهة نظر شخصية قد يرى البعض صوابها، وقد يرى البعض تغيير بعض من مظاهر التشخيص فيها، المهم أنها بشكل أو بآخر تمثل الآفات التي نعانيها جميعا، وعلى المخلصين لكشفيتهم أن يواجهوها بصدق، ويناقشوها بتجرد لوضع الحلول المناسبة للتخلص من تلك الخطايا، وهي على النحو التالي:
1) تحول الكشافة في أي بلد من حركة أهلية خالصة إلى حركة حكومية رسمية، الأمر الذي يجعل الكشافة رهينة بيد الموظفين في الدوائر الحكومية الذين يملون على إدارة الحركة ما يفعلون، ضاربين عرض الحائط بالمصالح الكشفية وغاياتها التربوية، ومسفهين لقرارات النخبة الكشفية التي تدير الحركة والتي قد يكون بعضها منتخبا ولو بشكل صوري.
2) تولي إدارة الجمعيات شخصيات لا تؤمن بأهداف الكشافة التربوية ومبادئها وطريقتها، أو أن تسند لهم إدارة الحركة بحكم التراتبية الوظيفية، ويقومون بتولي مهام إدارة الحركة في غفلة من الزمن دون دور سابق لهم في الحركة أو تدرج أو خبرة كشفية حقيقية.
3) تغلغل نفوذ القيادات المتسلقة التي تسعى لمصالحها النفعية، والتي تتخذ من الكشافة وسيلة لتحقيق أغراض الشهرة أو السطو على مكتسبات الكشافين من خلال السفريات والبدلات وغيرها.
4) تخلي الكشافة عن أنشطتها وبرامجها التي تمارس في الخلاء، وهو ما نلحظه من عزوف لدى الكثيرين من القادة قبل الفتية والانحسار بالأنشطة داخل الغرف المغلقة، وفاقد الشيئ لا يعطيه، فالقائد الذي لم يتربى على ممارسة الأنشطة في حياة الخلاء لن يكون متحمسا لنقل تلك التجربة للفتية.
5) غياب المنهج الكشفي وآليات تنفيذه، وكثير من الفرق الوهمية التي نراها لا تعرف أصلا ما معنى المنهج الكشفي ولا آلية تطبيقه، ولا نظام التقدم المتبع من خلاله، كما أن المسؤولين عن إدارة الحركة لديهم ما يشغلهم وأولوياتهم التي تجعل تجديد المناهج وتطويرها وطباعتها وتوفيرها للفتية والفرق ليس من أولوياتهم.
6) الاعتماد على الدعم الحكومي في أغلب الجمعيات، وعدم البحث الجدي عن موارد تمويل ذاتية، والذي لا يملك قوته لا يملك قراره.
7) الاهتمام بنمو العضوية على حساب نوعية العضوية وتوفير الإمكانيات اللازمة لها.
8) التأهيل الجائر الذي أدى إلى ضعف في نوعية القيادة، وغلبة القادة في الاستئثار بالأنشطة الداخلية والخارجية على حساب الفتية والشباب.
9) ضعف الدور المجتمعي للكشافة الذي كان يبرز جوهرها الحقيقي في أداء العمل التطوعي والتربية عليه، وهو الأثر الذي كان يجعل المجتمع تتولد لديه قناعة حقيقية بالكشافة ودورها في بناء الفرد والمجتمع.
10) تحول الكشافة لتكون كشافة مناسبات وتشريفات وسياحة كشفية لفئة مخصوصة وما أكثر هذه المظاهر الكاذبة.
وعليه أيها السادة المحترمون، فإنني أطالب المسؤولين عن إدارة الحركة الكشفية سواء أكانوا منظمات دولية أو مكاتب إقليمية أو جمعيات كشفية، قبل أن يأخذونا في مناطق من الأفكار التطويرية البراقة، والأنشطة اللامعة الساطعة، أدعوهم أن ينزلوا من أبراج مكاتبهم العالية لينظروا إلى الواقع الكشفي بحكمة وتدبر، وأن يجلسوا للتفكير في تلك الخطايا وكيفية التكفير عنها، لعلنا نصلح ما أفسده الزمن.

It represents a personal point of view that some may see as right. One of the manifestations of the diagnosis, which is important in one way or another represent the pests that we all suffer, and the faithful of their scout to face them honestly, and discuss impartially to develop appropriate solutions to get rid of those sins, as follows:
1) Scouting in any country turns from pure civil movement into official government movement, which makes scouts hostage to the employees of the government departments who tend to manage the movement what they do, ignoring the scout interests and educational goals, and thanking the decisions of the elite scout that runs the movement and Some may be elected, albeit in a formality.
2) The management of associations shall not assume the objectives of the educational scouts, their principles and methods, or assign them to the management of the movement by virtue of the functional hierarchy. They shall assume the tasks of managing the movement in absentia without any previous role in the movement,
3) The penetration of the influence of the ascetic leaders who seek their utilitarian interests, which take the scouts as a means to achieve the purposes of fame or robbery of the earnings of Scouts through travel and allowances and others.
4) Scouting scandals about its activities and programs practiced in the open, which is noted by the reluctance of many of the leaders before the boys and the decline of activities in the closed rooms, and missing something does not give him, the commander who did not get involved in activities in the life of the outside will not be enthusiastic to transfer that experience For boys.
5) The absence of the Scout curriculum and the mechanisms of its implementation. Many of the imaginary teams that we see do not know what the meaning of the Scout Method is, nor the mechanism of its implementation, nor the system of progress in it, and those responsible for managing the movement have their concerns and priorities. The difference is not their priority.
6) Reliance on government support in most associations, and not seriously looking for self-financing resources, which does not have the strength does not have his decision.
7) Interest in the growth of membership at the expense of the quality of membership and provide the necessary capabilities.
8) Unfair rehabilitation that led to poor quality of leadership, and the predominance of leaders in the retention of internal and external activities at the expense of boys and young people.
9) The weakness of the social role of the scouts, which was the real essence of the performance of voluntary work and education, which was the effect that makes the community has generated a genuine conviction Scout and its role in building the individual and society.
10) Scouting turned to be a scout of occasions and charities and tourist tourism for a specific category and what are most of these false manifestations.
I call upon those responsible for the management of the Scout Movement, whether World organizations, regional offices or associations, before taking us in areas of bright development ideas and brilliant bright activities. I invite them to descend from their high office towers to look at the scouting reality with wisdom and determination, And sit down to think about those sins and how to atone for them, perhaps we will fix what time has spoiled.
