كثيرا ما شاهدت قائدنا ومعلمنا المغفور له عزيز بكير رحمه الله، عندما كان يأتي إلى مكتب الأمانة العامة للمنظمة الكشفية العربية في 36 شارع شريف بوسط القاهرة، يجلس إلى مكتب حديدي متواضع، ويكتب بقلم رصاص يكاد لا يبين بين أصابعه من فرط قصر القلم وتآكله، حتى يكاد يصل إلى ما يقرب من عقلة الإصبع، فسألته ذات يوم عن إصراره على استنفاذ القلم حتى نهايته، فقال: يا بني أولا لا بد أن نطبق ما نقول، فالكشاف مقتصد، فما الذي يعيب القلم مادام يؤدي مهمته في الكتابة إلى أن تنتهي مادته، وثانيا: فإنني لست صاحب القلم، إنما هو من أموال الكشافة، ونحن مؤتمنون عليها فلا نعرضها للهدر ولا للإهلاك..
أمثال هؤلاء الرجال هم متصوفة الكشافة، الذين جعلوا منها رسالة، ومن قيمها نهجا، ومن أهدافها سلوكا، هؤلاء هم من كان لديهم ورع الكشافة في إدراك المقاصد التربوية، والابتعاد عن الإثم أو الشبهة، والتعامل بشفافية مطلقة في كل ما يخص أموال الكشفية بنزاهة، وضمير.
أتعجب اليوم من قدر الاستحلال الذي يصل إلى درجة الاستهبال في إنفاق أموال الكشافة في هدر متعمد من قبل العديد من المسؤولين عن الكشافة وفي مختلف المستويات القيادية على مستوى المنظمات والجمعيات، لا طائل منه إلا مظاهر كاذبة، وبهرجة زائفة، دون مراعاة لمقتضى الحال، وطبيعة المآل، غير شاغلين بالهم أن الأموال التي يرتعون فيها قد تم تجميعها من صغار الموردين من الأشبال والكشافة والجوالة والقادة، كرسوم اشتراك تدفع عن عضويتهم في الجمعيات، وتسدد أقساط منها لسداد رسوم اشتراك المنظمات، وفي نهاية المطاف لا يجد الكشاف ما يعود عليه من خدمات، بل وتنفق أكثر من 80% من قيمة هذه الأموال في أغراض لا تعود على الكشافين بفائدة مباشرة مثل الأنشطة والبرامج ووسائل الدعم اللازمة لممارسة المناهج وتطبيق أنظمة الشارات.
كم نحن في حاجة إلى الورع الكشفي كي يتفق ما نقوله مع ما نفعله في الكشفية، فعلى سبيل المثال إن ميزانية الصرف على الدروع والمبالغة فيها لدى كثير من الجمعيات تكفي وحدها موازنة للصرف على عشرات الفرق الكشفية، وإن تذكرة سفر بالدرجة الأولى أو درجة رجال الأعمال لأحد مسئولي الكشافة المتربعين على تكيتها تكفي لتوفير تذاكر سفر لعشرة من الكشافين للمشاركة في نشاط عربي أو دولي، وإن بدلات السفر التي تهدر هنا وهناك للقادة، هي في الحقيقة أموال مستحقة للكشافين، ولازلت أذكر مثالا كان يقوله أهلنا في صعيد مصر (إللي يفندر يفندر من جيبه) أي من يحب أن يوزع وينفق المال بلا حساب على المظاهر، ويتباهى بصرفه فليكن ذلك من ماله الخاص وليس من المال العام.
كم نحن في حاجة إلى الورع الكشفي كي لا يكون مال الكشافة مالا سهلا مباحا مستحلا، بلا رقيب ولا حسيب، وعلينا أن نعمل أن يستفاد من هذا المال في بناء الإنسان قبل البنيان، وأن يستنفذ في الأغراض التي خصصت له، ولا يضيع بلا هدف ولا هوية.
إن أمثلة الهدر في المال العام للكشافة بأشكال غير مستحقة تتعدد أوجهها في جمعياتنا ومنظماتنا الكشفية، ولا بد من مواجهة ذلك بحسم وإلا استفحل الأمر واتسع الرقع على الراقع.
